SUKHUM / AQW’A — Following his victory in the presidential runoff election on 1 March, securing 54.73% of the vote, President-elect Badra Gunba held his first press conference at the International Press Centre of the Central Election Commission (CEC). He outlined his vision for Abkhazia, addressed key political issues, and reaffirmed his commitment to strengthening the state and fostering national unity.

A Commitment to the People and National Reconciliation

Gunba began by expressing his gratitude to the Abkhazian people, acknowledging their patience and wisdom throughout the electoral process. He described the election as a testament to Abkhazia’s democratic development despite the challenges of the campaign.

“We understand the great responsibility placed upon us. Our programme, presented to the electorate, must become a reality. It is essential that we are understood not only by those who supported us but by every citizen of our country. We must work together to strengthen our statehood.”

Vice President-elect Beslan Bigvava echoed this sentiment, thanking all voters, including those who supported the opposing candidate. “We are one people. We are ready to work with everyone who can contribute to the development of our state.”

“We must leave political resentments behind. What matters now is unity. We must all act in the interests of our state.”

Addressing concerns about political divisions, Gunba called for an end to past grievances and urged for a collective effort to build Abkhazia’s future.

Gunba extended an invitation to opposition parties and political groups, emphasising his willingness to engage in dialogue.

“There are no barriers to communication with opposition parties. Our goal is the consolidation of Abkhazia’s statehood, and we are open to cooperation in this regard.”

Governmental Transition and Appointments

Gunba announced that he had accepted the resignation of Valery Bganba from his role as acting Prime Minister and appointed Valery Delba as interim Prime Minister until the new government is formed. Until his inauguration, Gunba will continue to fulfil the duties of president.

Regarding the assessment of the previous administration, he stressed the need for a comprehensive review:

“An evaluation should not focus on one individual but rather on the broader governmental actions taken. We will conduct an analysis and provide our conclusions in due course.”

Relations with Russia and Future Plans

Gunba reaffirmed Abkhazia’s strategic partnership with Russia, dismissing speculation that Russian support would diminish following the elections.

“The claims that the Russian Federation will cease assisting Abkhazia after the elections are false. Our priority is to strengthen ties with Russia across all sectors. We face challenges in energy, healthcare, and education, and our Russian colleagues have expressed their willingness to support us.”

Constitutional Reforms and Legislative Improvements

On the subject of constitutional reforms, Gunba confirmed that his administration would propose legal amendments directly to Parliament.

“We recognise the weaknesses in our legislative framework. We have prepared proposals and will submit them to Parliament without the creation of additional working groups.”

Media Relations and Press Freedom

Gunba assured journalists that his administration would maintain a constructive relationship with the media.

“Throughout the campaign, we refrained from criticising media outlets with differing perspectives. The role of the media is crucial in informing citizens about the government’s activities. We will work towards transparency and open communication.”

Response to the Tsandripsh Polling Station Incident

Gunba addressed the violent incident at a polling station in Tsandripsh on election day, stating that law enforcement had been instructed to conduct a thorough investigation.

“Those responsible for breaking the law will be held accountable. We will not tolerate violations of electoral integrity.”

A Vision for the Future

As Abkhazia transitions to a new administration, Gunba reiterated his focus on strengthening state institutions and fostering national unity.

“We have significant work ahead. It is time to move past electoral rhetoric and focus on real issues. Our commitment is to the people and the future of Abkhazia.”

"As you know, we have problems in virtually all areas, but most importantly, what we face first and foremost are issues in the energy sector, medicine, and education. I believe the readiness of our Russian colleagues is a good signal," he concluded.
