CEC Abkhazia Outlines Voting Procedures Ahead of Presidential Election
SUKHUM / AQW’A — The Central Election Commission (CEC) of Abkhazia has provided details on preparations for the upcoming presidential election, including the voting process and result tabulation for both rounds.
CEC Chairman Dmitry Marshan confirmed that all 152 polling stations in Abkhazia are now operational, with voter lists already displayed. As of 5 February, approximately 135,000 people are included in the main voter register. Marshan encouraged voters to verify their inclusion, stating that those missing from the lists could be added upon request.
For Abkhazian citizens residing abroad, three polling stations will be open, two in Russia (Moscow and Cherkessk) and one in Sakarya, Türkiye. Those without Abkhazian residence registration are not included in the main voter lists but will be added to supplementary lists on election day. The CEC has started issuing voting certificates for citizens without local registration, allowing them to cast their votes at a chosen polling station.
Marshan reiterated that proxy voting certificates have been abolished, and only eligible voters can personally obtain voting rights documentation. He also confirmed that each presidential candidate can appoint up to 10 authorised representatives and three observers per polling station, ensuring transparency.
Result Calculation and Runoff Rules
Addressing concerns about the second round of voting, Marshan clarified that the election rules remain unchanged since 2020, as proposed legal amendments have not yet passed through parliament. To win in the first round, a candidate must secure more than 50% of the votes cast.
In a second round (runoff election), victory will go to the candidate who receives the most votes, but they must also outpoll both their opponent and the "Against All Candidates" option combined. Marshan emphasised that this rule is based on existing electoral laws and a 2020 court ruling, which remains in effect.
He warned that the CEC will strictly follow the legal framework, rejecting any informal agreements, referencing past election disputes that led to court interventions. "To avoid such situations, we will adhere strictly to the law and the court ruling," he stated.
The early presidential elections, scheduled for 15 February, will feature five candidates:
